Would it make a difference? youre in your country and cannot get the VCC for that other country and even if you could as soon as you try to use that VCC in your country itll get flagged by the company issuing those VCCs cause its being used in a different country.
Id concentrate on solutions for your own country instead.

Yes, but can't I find a list of all countries that accept PayPal withdrawal via VCC? I've seen one a long time ago but can't find it anymore.

Can any body tell me that account which vcc withdrawl take 24 hours to complete rather than take 3 days

Pretty sure they all take at least 3 days.

I may well be wrong, but I have never come across one that is faster.

But before 6 month ago i am able to withdrawl completed in 24 hour but now a days too much difficulties in that and increase hold and waiting time
