Ebay says Funds will be available on 11/15/2016* , Paypal Says 1 Dec 2016, paypal payment details is try later. When will be avilable the payment?

Typically, Paypal holds your funds for 21 days. If your tracking shows delivered, you'll get the funds released sooner.

tracking shows delivered 3 daysa ago normaly funds release today but date is show ebay today, paypal dec 1. i dont understand.
