Adding empty card to paypal
 

Will agging paypal account with added card accept adding another card wich have under 1$ on it.

It will not work the way you want. You can add card with a zero balance. You will see the card on your account. But you will not be able to withdraw or to spend with that card. To use it you will have to confirm it. Once you click confirm it, you will get an error that this card was rejected by bank. This is because they will try to charge it 1,5 euro this time.

But technically ya- PP allows now just to place a card on a file and confirm it later.

Actually you wont even be able to add it cause paypal charges a $1 to the card to have it verified via AVS (address Verification System).

Its actually a little more complicated with this 1 usd check..
They sometimes check it and sometimes not. I get usually about 1 out of 10 checked. All the rest ar not checked and some cards i was able to add with total zero balance. Do not know what it depends on..

What you say makes no sense.
Paypal ALWAYS verify the AVS and the ONLY way to do so is to charge $1 to the card when it is added.

Whatever works for you. I seen that 1 usd reserved in just as little as 1 out of 10 cards. And by my misstake a few times i was adding empty cards and they was ok until not verified. Non was rejected. Might be some countries are checked on every card and others on some and others on none, i do not know. For me even empty cards was ok to add.
