Refund from a seller and no funds what happens?

What happens if the seller refunds me and he has no funds in his paypal balance or bank account wherever it was refunded through a claim does paypal still pay me or no?

eBay or Paypal will cover the refund and then bill the seller.

Buyer protection guarantees you will get your refund, so there's nothing for you to worry about. The seller is the one with something to worry about in this situation.

Seems like reading around here that paypal will always side with the buyer no matter what, so a buyer should always get what they are after.
