New 21 day holds?

Lately I've been noticing a lot of my transactions from selling on eBay are on 21 day holds. Usually it would just say "try again later" by funds availability and would clear around the third day after being successfully shipped to buyer with tracking included. I don't even see "Expected funds release date" on eBay either. New update maybe?
