Prepaid card to verify Cdn. Paypal?

Can I verify a Canadian paypal account with a vanilla visa or mastercard? Does it still work?

Vanilla visa cards are US cards and cannot accept foreign currencies, but hopefully somebody can correct me if I am misinformed.
