Funds not available after 21 days

Hi!
I got payment in November 22, 21 days on hold in paypal, it says funds will be available in December 12, ebay says December 13. Still not available. There is no problems with that sale, no disputes open.
Will I get my funds?
I am waiting all day, checking my Paypl account.

If this is a virtual item, the wait REAAAAAAALLLY LONG, if you put tracking, it's short.

if we put wrong tracking details then still funds clearing take time or short
