I can't place every orders with paypal.
 
It always say that "Sorry, we can't complete your purchase at this time". My US account is 80% verified with my real non-US credit card issued in asia and a virtual phone number. What should international shoppers do to buy a laptop on D-ell o-utlet?

Youre trying to buy a laptop on the Dell website and pay for it with a paypal account which is only 80% verified (with a non US credit card...).

Maybe also tell us which Asian country you are based in and type of IP being used for the transaction.

Card card aside.. are you using a US VPN? Is that a dedicated US IP?

No. But there are so many people in asia who succeed in buying dell laptops with their own IPs.
