PayPal doesn't have a banking license. It is registered as a Money Service Business. A lot of its terms conform to the regulations imposed on banks - I assume just because they want to play it safe from a legal perspective. They do too many shady things to be classed a bank.

That first link makes no mention of PayPal holding a banking license, it just trys to infer they are.

That second link from the community discussion board at PayPal, simply says they are regulated *based* around banking standards - still no mention of a banking license.
