Hello

First I want to start out with card help. I had a Wal Mart money card attached to my account. I made 2 withdrawls that totaled about $1,200. Then my card was randomly locked and when I called them to question, they said I exceeded the max deposit for 30 days and also single deposit limits. They said I should not make any more deposits because they were too much. What a joke! Anyways, i am wondering the best gift/money card to link to paypal where I won't have such problems.

Also, I had a buyer today buy from FRANCE. I don't typically ship there, for obvious reasons. It is a $115 item. I am wondering the best way to ship this item where I won't have to deal with non-receipt chargeback? Buyer has pretty good feedback (granted mostly $10 or so items) , but me knowing the system brings out the paranoia of being ripped off.

USPS Shipping via EMS is the cheapest world wide shipment carrier that has true point to point tracking.

insure it and use signed for service and also make sure you confirm with the buyer clearly , no refunds unless postage paid by him and has tracking.

Never use USPS priority mail for shipping international, other than Canada. EMS is fine, but not USPS priority. Many scams are coming from Eastern Europe, Africa, Asia, and the Middle East. If they ask for USPS priority, stay away. The USPS will only track through the customs' process. Likewise, they do not know actual delivery. These scam artists will file CC disputes/charge-backs, and often win. The postal insurance will not pay once the item clears customs.

correct, read terms of compensation carefully for provider, eg. international signed for in Uk is cheap and has tracking and supposed to get signature, means nothing if it is tracked to UK border safely, once it is in foreign posts hands no compensation given. Scammers will deliberately find a way of not signing for it, as their country may be lax and it is not the norm to sign for things there.
for UK;
for some reason even paypal reject ISF if no signature because some countries especially those where they live in apartments, no signature is taken by local postperson, plus no exact address given on receipt. Airsure costs a bit more and paypal accept that as address goes on receipt you are more covered but not completely, but if no signature you are still in danger of a chargeback.
Only safe way is to get expensive courier eg parcelforce and who is going to pay for that kind of postage, £25-36 for package to Europe!
Abroad mailing is a minefield , I wouldnt post anything worth over £50, without proper courier, when I do send its a case of wish and hope it gets there.
