Paypal Security Check

I keep getting a Paypal security check when I try sending an amount. Even if it's just $20.

When I try verifying phone via text or call it always says it can't verify it's me.

Anyone know a solution?

That's your problem.
Its a brand new account and youre trying to send money on it.
Basically paypal has zero trust in this account so you will need be sending any payments with it anytime soon. Wait a few days (or weeks) and try again. Id recommend you actually receive some legit payments (such as for ebay auctions) before you attempt to do so again.
