How i know if my billing address is confirmed or not ?

I will buy US paypal account form Person . He told me billing address is confirmed through AVS VCC .
Please, Is there any way through which can i make sure if my billing address is confirmed or not after i get account from him ?

You need to speak to the account seller, we have no clue what your buying or from who....the best person to answer your questions is the account seller. If you don't trust that person then find another account seller.

How do you plan to withdraw the funds from the PayPal?

If you choose one of the forums approved sellers and they advertise confirmed billing address then there is a very grood chance that is what you are going to get. Personally never had a problem with any of my purchases on the forum. They were all as advertised. The stealth book was better than advertised.

According to what I understand. There is no way to know that only purchase from a trusted ٍSeller.

I did not plan to withdraw funds from paypal .
I need accounts to buying from eBay . but always when i making accounts . then go to buy anything show me this messages

Seems like a common one on new accounts, what are you using for the actual payment?

I am not used it yet . I'd like to use paypal . Just when i try to use PayPal show me these Messages .
