Paypal balance shipping question

When I use PP to ship an item with a vanilla visa, the shipping cost is charged to the visa like normal. The thing is that the same exact shipping cost gets deducted from funds on hold, and goes into available PP balance.

The PP has no bank attached. Any idea why this is happening?
