Paypal SMS Veriication for Non-Resident

My friend have US Paypal account, but actually he is non-resident. How to fix SMS verification from Paypal? What is the best and cheap solution?

I think about burnerapp, hushed, etc.

Simple answer is to buy a prepaid phone add it to PayPal account and have verification code sent to new number.
