21 hold- can I use the money to pay ebay fee

In my new paypal account, almost all new incoming payments are held by Paypal for 21 days.

I sign up for paypal auto payment for my ebay fee. For those held money, can I pay the fee with them? If not, it could be a problem for me.

I'm sure you can't. You can't use that money at all unless you want to give a buyer a refund.
