Account limited -> cant get in resolution center

Hi, my account is perma limited and I can't acces resolution center to see my open disputes because it always says "You cant use paypal anymore"
How do I get to see open/past disputes/claims?

there is PayPal issues just call to PayPal and they fix it.
Or write on message center
