Hello, What country paypal is best to create for stealth?

UK, USA, European (Lithuanian)

The easiest and safest way to do things is to open the paypal and ebay in your own country of course.
That might limit your operations but that's the price for the safety and ease of use involved.
If you want to be able to operate in other markets then you can open a US account but note that there will be many other expenses and details to be concerned about including but not limited to, IP address, Bank account (the only way to withdraw funds in the US), the annual $20k limit paypal has etc.

Some countries like my do not support PayPal, so where is not option to create.

Look up the list of countries that you can withdraw to a card and might be near yours (so you feel more comfortable) and also deal in your language.

If you're in American Samoa(never heard of it until I just looked it up) then it's American territory, therefore you should be able to sign up with American Ebay and Paypal.

No great infrastructure in American Samoa! Lots of coconut trees though.
