Changing a billing address on paypal

Our business paypal account recently got suspended. We have an employee who has a paypal account opened one year ago. If we change our billing address and get a card on his name. Link this card to his paypal account under his name will it do it the AVS ok. Also the bank account is under my name but its a different bank account # can paypal see under whose name the bank account is
