Can I use my old ebay acc with my new stealth account? And can I use my
 

Trying to buy something with my Paypal on Ebay, and my old ebay account with my 2nd limited account is on eBay bucks and is offering me a $10 discount. Is it risky to link my current paypal account with my old ebay account? The PayPal has been around long before the ebay existed, it's just that the PayPal that was connected to it was limited. Am I safe to use it?

Also, that limited PayPal I mentioned had my checking account on it, and the debit card for that account. Is it risky to add the savings account onto my current PayPal account?

Way too risky to mix accounts like that, especially for just $10.

You can add your savings account without issue as long as it has a completely different account number from your checking account. Just understand that the government regulates how many withdrawals you can make from a savings account per month.
