Can I use an old bank account that was linked to a banned PayPal account if I am verified with a virtual bank account?

No you cannot.
Any bank account that was linked to a limited account will get the new account linked to that one and limited itself - that is assuming you can even link it (if it is still linked to the limited paypal you cannot add it to a new paypal account).

First rule of stealth is to not reuse old banned info with new accounts.
