One solution, if you cant provide EIN/SSN is limit the account to > 200 sales or $20K processed per year and use another eb/pp account for the rest of the year.

SSN/EIN is not required if you stay below 200 transactions/20K per year.

But they will still as you for SSN even before reaching this limit and eventually end up limiting your Paypal if you do not supply it within a reasonable time.

Best of all, buy PayPal account of another country where there is withdrawal of money to VISA and you will not know any problems.
It can easily be attached to your US eBay Account.
