vcc question attaching to paypal

Hi, something i need clearing up please as this is the only thing im confused about

I have set up my account only thing left now is to attach a vcc to the paypal

I have been told that the vcc has to match the paypal address in order for the avs to go through..

if this the case?
whats the process of ordering a vcc from a seller, just give the name and address on the paypal?
