Paypal chargeback : Accept liability???
 
Weeks ago, I had a scammer who purchased an item on eBay and requested for the package to ship elsewhere. I refused and tried to cancel the order and issue him a refund. However, his card on file expired so I couldn't cancel or refund him. He avoid all communication with me and refused to add a new card to file.
Now he filed a chargeback with his bank for the refund.

So I talked to a Paypal rep just now regarding to chargeback fees and the guy completely lost me with his wordings.... I only have 3 options to resolve this case.

1.Accept liability for this transaction. PayPal will reverse the charge.
2.Provide proof that the buyer has already been refunded.
3.Provide evidence to dispute the case. I can:

He first told me to hit "Accept Liability" and they will issue the refund, but I will also get charge with the chargeback fees.... I had to explain to him the reason why I do not want to be responsible the fees over and over...he then tell me to choose "Accept Liability" option, if his banks accept the refund, there will be NO CHARGEBACK FEES....if his banks doesn't, the fund will be ON HOLD again and I will get charge a fee....

Can I please get some advise on how to proceed this without getting charge with the fees...Thank You

Hit accept liability and take the hit for the $20 chargeback fee.
Do you really want to get into trouble and risk having your paypal account limited over such an amount? not worth it. Take the hit and move on - its a learning experience that will not happen every day.

It is the easiest way and probably safest way to just accept the charge back. It does not worth it to risk your account by having someone looking at your account manually.

Your chances of fighting off a chargeback - especially since you didn't deliver the item in the first place - is slim to non existent.
Its an upsetting situation but unfortunately one that you cannot hope to win.
Take the hit. Move on.

Did pp charged you their own fee?
That's what happened to me i accepted liability and pp charged me fee on top of the refund.

I would call and talk to someone else. If the buyer will not accept delivery at their registered address, that's their fault. You shouldn't have to pay a fee for that. It's not an 'item not received' case. It's the buyer refusing to have the item delivered to their registered address. It's not that you have been lax and didn't send it. You are doing what Paypal directs, only ship to registered addresses so why are you being punished?

Ok...I'm under attack again for the 3rd time within a month.... Same reasons, same excuses, same issues. He made a 3rd account, place an order, requested to ship it elsewhere... I can't issue the refund because something is wrong with the credit card processor, Paypal can't even issue the refund back to the card with the same issue.

Scenario 1:
If I ship the package to the address on file and he doesn't sign it, it will be returned to me, I will get hit with a chargeback because the package did not get delivered and theres no signature confirmation.
Scenario 2:
Not shipping anything out, get hit with a chargeback + $30 fees for no reason. Can't make an argument because no package was delivered + no signature confirmation....

I called both PayPal and eBay and neither can assist me. WTF am i suppose to do at this point? The dude is literally stealing people credit cards and placing orders...

Something's wrong with this story.

Don't send the product to the wrong address.

How can he pay with an expired card? Even if his card is expired, you should still be able to refund his PP, the problem is between PP and the processor, you have nothing to do with where it goes after you refund.

Three accounts at EB after you've blocked him is bid interference, keep calling and asking for a supervisor until you get someone to help you.

If they close his PP account for fraud he can't open a case.

And he can't charge you back anyway if he's not the cardholder.

You need to move up the food chain at PP, ask to talk to a supervisor, ask for name and employee ID so they take it seriously.

Is this something you can stop selling for a couple of weeks until he finds somebody else to scam?

Why can't you send it to the address on file? Just get DC, it doesn't need signature confirmation, once it's delivered you're off the hook. I've won many cases where I can show it was delivered.

How much money is involved here?

The item was over $100 so adding signature confirmation is a no brainer for me. Shipping it to the address on file will either cost the real card holder something he doesn't want, or it will be returned and cost me the initial shipping cost + chargeback. Base on what PP fraud dep told me, it was not because the card expired, but the card he used doesn't accept refunds, could possibly be the card processor blocking the transaction for potentially fraudulent activity. I told the guy to stop using multiple accounts and attempt to order stuff off from me and I think he got the point. Paypal had this sorted out for me.

You cancel the order and refund the buyer explaining that there is something wrong with the buyers address. The system will automatically close the case and the funds refunded to the buyer. You block and have no more problems.

I never heard of this expired card issue....with all the refunds I did over the years, not once did it not go through smooth.....maybe this scammer has a specific way/loophole of doing this too you, because a regular expired card should not have this effect on a refund.....

It sounds like this guy may be using a gift card to purchase, and that is why it will not allow you to cancel and refund him back to his card?

@BigCJ, the problem is, I cannot cancel the order or refund him at all. An error would pop up for both ebay and paypal. Paypal reps wasn't even sure the reason behind it.

@Nodeal, it could possibly be a gift card...the one thing that confuses me is the name and address he uses actually belongs to a real person, but he always make the same request under different accounts to ship it to a specific city and the addresses are 1-2 blocks away from each other.

I have told him to stop attempting to purchase stuff off my account since I am aware of the fact that he's a scammer...and he stopped. Now he's attacking another account of mine under the same name, different address on PP profile of course...and again, the same request of shipping to the same city...

Send him a piece of 2x4 6 inches long :)

He'll learn really fast you're onto him and to stop screwing with you.

Worst case he'll try to get his money back, which is what you want anyway.

You can click "give a refund" if he opens a case and they'll close it out with no damage to your account.

After a couple of times he'll go away.

It'll cost me shipping fees and possibly a chargeback. He just made ANOTHER account and purchase the item I have relisted last night. I really wouldn't be surprise if he's a member on here and aware of how stealth works...

DONT ship to an address that is not on the ebay order because you will lose your seller protection. Ebay doesnt care if the buyer messages you to change it.
