The error msg is vague. They show this error msg in lots of scenarios, e.g. System glitches, your shipping address does not match the address on file with them, you have a new pp account but you are trying to make a large purchase... there is no good way to bypass this unless you figured out why they are showing this to you

The generic answer is also the correct answer. Asking the same question again and again cannot have a different answer unfortunately.
