Does the address u used on your vcc have to match your paypal address? in order for paypal to verify? or can it be any address on your vcc?

Depends on the VCC.

Yes use a vcc that have the same name and address as you used to register with pp.

If it's a non-AVS card then the card address does not need to match the PayPal address. If it's an AVS card then the card address does need to match the PayPal address.
