Can I attatch my personal vba to withdraw money from a stealth account thats been limited for more tha n180 days? Or will that come back at me in the future

Do you mean a VBA or bank account? VBAs are virtual and used just for verification.

If you have a new bank account, then yes, you can attach it to your limited paypal after 180 days and withdraw without a problem.
