PayPal limiting after first sale

I've been following the stealth guide for some years now. I've noticed that for the past week or so PayPal has been limiting accounts after the first eBay sale. Even if it is for a small amount like $15 and low risk item. Is this some glitch or something?? because it seems to be hitting any new account no matter the IP or sale amount...

try to list an item. on quick item listing. make sure the paypal is not yet created. trust me the payment will be recieved

This is not a standard approach - not creating the pp at the same time or before eb account...

Usually happens if items are sold quick after listing start. If listing stays active for a couple of days and after that sells, than this problem should not appear.
...At least works this way for me.
