is it possible to use two vcc card for paypal verification(from two different seller)?

your questions are kind of odd... there is no much need to add 2 different VCCs to a PayPal.
You cannot withdraw money to them (not always true) but there is really no need to veryfy and burn both.

i have one vcc in my pp but i think it is not verified yet. the seller has not replied yet. so i was thinking to buy another vcc or avs for paypal verification.

If it is a seller from this forum you should get the expuse code from him... no excuses.
