When you deposit funds from your paypal account to your US based bank account the deposit shows the name on the paypal account.
We can only assume that if youre depositing (adding) funds from your bank account to your paypal account the same rule would apply.
Whether or not anyone actually looks at this info is a different matter - since anyone doing a micro deposit bank verification is subject to this info being revealed yet noone has reported any issues.

Yes. Of course they do.

The Federal Reserve sends PP complete tracking information on every transaction made in via the ACH banking system, sender and receiver, and in the US all electronic transactions are handled by the Fed.

Do they do anything with this info? There's like a trillion transactions a day, so no, they don't/won't. Could they if the wanted to? Probably.

There may also be laws regarding whether or not they can look at or use or even keep the data, but that's beyond my knowledge base. :)
