Withdrawal to canceled debit card

If the bank cancel and reissue a new debit carf and I deposit to old debit card.

Does the funds arrive to that account, regardless?

OR

Are the funds I withdrew, bounce to my PayPal balance?

This is an international account obviously, and I need help because the deposits completed. But the funds are not in the bank.
