I agree with what Play says above. It's been my personal experience that PayPal accounts that were previously limited, then subsequently restored are much stronger than an account that was never limited before.
PayPal wants to make it as easy as possible by asking for as little infomation from their customers to get you in the door. As you use the account, however, they gradualy want to know more about you. The limitations asking for ID, proof of billing, invoices, and SSN are their way of getting what they want. This is done to not only verify your identity, but tgo comply with "KYC" (know your customer) "AML" (anti-money laundering) and some other Federal and State regulations. Although PayPal claims they are not a bank, they are nevertheless a money transmitter (like Western Union) and need to comply with those rules.
If you don't want to give them that they're looking for, PayPal simply doesn't want you using their service, period. Sounds harsh, but consider how much info a traditional Merchant Processor will want from you? What about your bank or credit card co? |
