What can you do while PayPal is limited?

1) does seller protection still apply for old transactions? does buyer protection apply?

2) can you make payments using PayPal (using a credit card for example, not the funds within the actual PayPal itself)

Usually you can view all the things you can/can't do while limited on your paypal account's homepage.

There are different degrees of limitations.

If you go to your dashboard there will be a detail of what you can and can't do.

In some cases you can receive money but not send, there's a number of different possibilities.

Complete limitation (180 days to withdraw)

I just want to make sure that I'll be covered for an order from a supplier... a large portion of the shipment was defective and I'd like to return it (for a purchase made on that account)

Next time use a different paypal for paying your supplier vs for your eBay transactions.
Because now that your account is limited, it's toast, period.

Have you had the chance to read the ebay stealth yet?
I highly recommend if you haven't already as it'll help you tremendously.
