No more 21 day hold ?
 

I no longer have a hold on goods payments I receive on my new accounts. Is it just me or is this with everyone as well

Holds come and go, this is the nature of Paypal, get used to it.

Be careful, don't withdraw at all.

I had a new PayPal with same condition, no hold, the first receiving payment is immediately completed.

So when I withdraw it, bam, limitation message. It even blocked the receiving money path.

The advice above is not very accurate so let me rectify it, it is advisable to withdraw it slowly and only (if you included tracking) after the item has been received. This builds more trust in the eyes of PP.

Yes, item is received for a long time. I waited for almost 10 days. Received around 250$, tried to withdraw 10$.

Yes, I got hit by this trap today. New paypal receiving three payment with totally $60 available immediately. I was so excited and withdraw $30. Then paypal reviewed this withdrawal. After 20 minutes, paypal emailed saying this is unauthorized acitivity and asked for 6 documents. The end.

I assume these transactions were direct PP transactions? If they were, yes, consecutive transactions like these will kill your fairly new PP account, no doubt about it. Consecutive transactions done in a few minutes or hours interval will kill any new PP accounts. TAKE IT SLOW, take 1 transaction per day and build your way up. A baby must crawl before it can walk then run.

Too many unknowns here to intelligently deal with these questions.

Limits asking for ID are triggered by something.

Given the lack of details it's impossible to determine a likely cause.
