When you have a buyer open a case and then close it themselves can it be reopened?
 

Might sound like a silly question to ask but I recently did a transaction though PayPal only.

The buyer opened a case almost right after he paid I explained the problem and then once he received the item he then closed the case himself. Now he is all over the place saying a bunch of crap that is not even logical. He's a real nutbag he has to be bi polar or on drugssssssssss.

The Buyer opened the case days before the item was even delivered once it was delivered he then closed it himself.

I didn't think a buyer on PayPal could reopen a closed dispute/case on PayPal after they closed it themselves but can they?

If this was open on ebay and closed then he can't reopen on ebay but he can open on PayPal

Or through his credit card if he used that.

They can still file a chargeback if they paid with their bank's debit/credit card.

And even if it was closed, he can call PayPal.
