You cant send money right now

I create new account in paypal, when i receive good/service payment, its goes on hold but when i received f&f, i received payment but unable to send someone or withdraw. The amount is $300. I just want to ask you that i search if i received $40-$45 payment (good/service), the amount will not go for hold... IT IS TRUE?
