Safest region account, with less change of limitation?

I heard Canada used to be the go-to region for Paypal stealthers, but that changed because they stopped allowing many bank accounts to be added.

What is the current "safest" Paypal account region (with fewest random restrictions/limitation, etc)? I don't want to take any risks.

PayPal is a worldwide system using the pretty much the same security algorithms, although customized a bit for each respective country. I would guess that the same actions that would get a USA account limited (i.e. high risk ebay sale) would also apply just as well if you were using a Canadian PayPal. Common sense and reading the Guide would be your best guide in this area.

There is no quick workaround or safe space for paypal. Figure out what they don't like about your selling method and fix it to; that is the only way to use paypal safely
