Stealth Paypal cant send
 

Hey,
i am Andrew and i am totally new with Stealth Paypal.
My Problem:
I bought a three month old Stealth PayPal Account with verified bank and phone.

So i use US VPS to log into it. 3 Days ago i funded 20 Dollar with anycoindirect from an europe Buddy. I clicked Accept and i now have 20 Dollar Account Balance. So now i want to buy a Steam Giftcard from g2a or Paypal directly but i am always getting the Message "We're sorry, but we can't send your payment right now". I tried to send Money to Friends & Family and this is working.

Is it about my new ip and that Paypal has no trust to this Account or is it why i fund the Money with Anycoin and it is a Paypal "Soft Hold" cause of Bitcoin things.
Or because i have no CC added? Under Limits Account is Verified.
