PayPal *What Info Is Needed*

I have a lot of stealth PayPal accounts that I would like to use to buy electronic gift cards from PayPal Digital gifts. I do not know if I only need to verify the accounts with a vcc or do I need a vba? I would be using the PayPal balance in these accounts to purchase the e-Gift Cards.
