Are suspended paypal accounts linked to ebay accounts

I am banned from paypal, my ebay account however is fine. If i get a new Paypal account and link it to my old ebay account will Paypal realise who i am? Is my ebay account linked to my old paypal account?

You cannot add in a new PayPal to an old eBay account without risk

It would eventually get linked and shut down
