PayPal receiving limits question

Just two questions
1 i have a receiving limit of £2200 does my account get limited at 1800 or the 2200 limit
2 I have returned some items, does the refund money i get count towards my receiving amount on my receiving limit page

1. as far as i know for german accounts u get a notification at 1800Euro that u have to upload documents,and u will get limited at 2500Euro
2. i expect(but ddont know) that the money u returned still counts as received money

Can I load my stealth PayPal with PayPal cash card?
Its not suspicious?

Not sure about the refund count - it might still count in the same sales month because eb/pp takes a while to update but perhaps other ppl can confirm.

i'm currently at 1810 EUR total with refunds count with an account, no email and soft limitation come
