Is it ok to add non local debit card on PayPal
 

I'm adding my debit card issued by a local bank to my US PayPal.
The card was accepted, but PayPay rejected to send money.
I've searched and read some guides.
Does PayPal look for the card issuer and verify the country?

I'm assuming it's from Taiwan... the answer is yes. Infact there's an automated check which country the cards are from.

I'm sure that someone in here with more knowledge on the VCC and Foreign country can help more.

You are trying to create a stealth account? Or real?

First, you cant withdraw to a credit card with US PP, unless it's a credit card link to a US bank and issued by US bank

Second, PP just open beta this withdraw to credit card method in US, itsn't available public everywhere

Sometimes I help my customer to buy some overseas item.
I need a foreign stealth account to accept or send payments since PayPal is blocking domestic payments.(https://www.paypal.com/tw/webapps/mp...nhancement-faq)
I'm not going to make a real US PayPal account since I make very little profit.

I'm sending a payment(about 70 usd worth of twd) to my customer.
Then I know making a US account is a challenge.
I've got some virtual phone numbers and vccs, but PayPal always says that they can't send your payment right now, making me feel very frustrated.

1. I registered an US PayPal, added my real debit card, and I successfully sent 12 twd to my real account for testing purpose.
2. After this, I can't send any more payments.
3. I tried to create more account, never succeed.
4. I noted that likely PayPal linked my account and blocked me.
5. Searched on the internet.
6. I want to make a stealth account that can send money, but I'm not sure what prevented me from sending money. I can't send the payment until now.

If I buy a 70 usd vcc, I am afraid it can't send payment right now.
If I buy a prepaid card at wirex or cryptopay, I am afraid I'll be blocked again since rumor has it that those cards were blacklisted.
If I add my real card, likely PayPal will see the country and keep me from sending payments again.

Does vcc seller know is it safe to add non US card on PayPal?
Some sellers sell cards, and the cards can be verified worldwide, is it ok to add the non US card on US PayPal
