That sucks but that paypal account is pretty much toast. Best to just move to another one then to deal with all of that.

I got this before with some of my accts with VCC starting at 46654402 from crest wave. I used all legit info and uploaded the screenshot of my VCCs webpage. Then they all got permanently suspended.
