| What I do when I get this is I make sure I have a card and phone confirmed on my PP, then I wait for 4 full days after the first denial... then I buy a .99 cent recipe from someone IN THE USA (my country too). Almost always this goes through. I put it in my "cart" and then check out with this as the only thing in the cart.
Then I wait 2 full days, and buy something in hardware type category (this is almost exclusively how I get all my shipping tape) for under $20. Then 2 days after that I can pretty much buy whatever I want.
This isn't fool proof, but I think it helps first the amount, and then the category you buy in. If I get the "can't use this payment method at the moment" type notice, then I start all over with the waiting. The waiting seems to make the most difference, trying over and over has never ever helped once.
