need a course of action please, linking new paypal to existing account.

well i got a preety big ebay existing ebay store at the moment, around 60K per month, i need to relocate soon and have my address changed on my paypal.
talked to paypal and that action isnt possible, they require i start a new account in the new country, so how would that work ? isnt my new account would get locked for velocity or some other paypal bull**** ?

to be more exact, i want to link my ebay store to my wifes account, which is a small , 6 months old account, out of paypal jail but never had more than 200-300$ per month
what need to do here to avoid getting it locked ?
