Can I receive and send payments in my UK paypal account without adding bank or vcc? would appreciate some help with this

PayPal to PayPal transactions, both sending and receiving, can be completed without adding a bank account or debit/credit card but it's not a good long term strategy. The best way to withdraw funds from your account is to add a bank, any other methods as a long term strategy will leave your account at a greater risk of limitations. Almost anyone can open basic bank accounts in the UK and from them you can open multiple savings accounts so you potentially have a lot of bank accounts at your disposal.

In theory yes

In reality you may well be asked to add one or the other pretty fast

A VCC is like £25 and bank accounts are so easy to get, why not just do it the right way?
