Can PayPal Link by Tracking number?

Hi Everyone,

I have a PayPal that got permanently limited, I am trying to get funds out of my PayPal so i don't have to wait 180 days, one of my buyers agreed to purchase from on of my Stealth PayPal Accounts, he told me he could only Pay with PayPal.

My question is can PayPal link you by adding the same tracking number thats already on a limited account to a different PayPal?

or would it be better to have him send the payment as a gift or would i create a PayPal Invoice?
