how to get VCC

Hi, i am in pakistan and i have one paypal Account.
But i need to verify my account because i want to send money from my account.
My monthly Transaction depend on 2000$.
And i'm afraid my account is not blocked.
paypal account is " Ban " in Pakistan.
and i want to secure my account safely.

Google is your friend, it's hard for people to make suggestions if you don't even mention which country your account is in

if it is banned in pakistan, like the service isnt supposed to be used there then you can't have the paypal country set to pakistan.
