if i buy stealth uk account or us account how do i withdraw the money to my bank If i'm from Italy

If you are from Italy your flag shall show the country you are operating from. Are you UK based at present?

Money shall be withdrawn the classic way, via bank account.

You account has been limited means that PayPal is asking for documents/ID, right?
From which country is this account?
You need to provide what they ask.

To withdraw you need to add a UK or US bank account if PAyPal is UK
or
US bank account if PayPal is US.

P.S.: are you somehow geolocated in Italy close to Israel border?

Do you sell on eBay? If so you may be better linking an Italian PayPal account to your eBay seller account

You need to make everything new, including a new bank account.

If you buy a USA or UK account, you need a bank account for whatever country you pick.

So I should create a stealth account in my country and not buy a uk/us stealth account if I'm not live in USA or United Kingdom ?
Because my PayPal permanent limit I can't use it again anymore

That is correct . You can use an Italian bank account address and Italian ISP for your new IP for the account
