If I open to my wife account after my account with my details permanent limits can my wife account limit too because the address is the same as mine

You need to use completely new details when creating new accounts. Using the same address will lead to them being linked.

That's pretty risky, I'm assuming she also used the same IP when she logs in?
a lot of times when one account in the household is banned, the others will follow after.

When was yours banned?
