2. better if it is the same

Look at the PayPal for each country. Check their conditions.

See what they say about a bank account.

Check what you will do for an address.

Check out how you will have internet access. Look for quality not cheap.

No need. But that's a risky method of cashing out your funds. You and your friend might get limited.
